What does it mean either way. The knot is very hard to the touch.Stick a large gauge needle in it to see if it is fluid or fibrous. If fluid, serum or puss? That should give you an idea.

If solid then good chance from a vaccine. Puss could be from a foreign body like a thorn or splinter, giving it a good slash and a hose out would be indicated. to look at it than her to have it. It is a nasty looking one though.
Because it's hard and not soft, I'd leave it be.

Forgive my rudeness, but to put it bluntly, IF you have 3 1/2 year old heifers you've got lot bigger problems than minor abscesses.

If you drain it, I think I'd take some water or vinegar in a syringe and flush it well. I'd also spray some disinfectant on it before starting then put screwworm spray around the area to keep flies away. This is only my opinion of what I would do. Others may have better ideas so it's your decision and your animal.
