If they follow current guidlines in place worldwide for detection of bse and associated prions then they aren't increasing the risk. 20 months has the same risk ratio as 30 month as 40 month.
Your own posts have showed the current guidelines in place work and work well.

One more thing worthy of mentioning:
Bse has an incubation period of 4- 5 YEARS. Assuming transmission at birth the guidelines in place already should be good up to 60 months at the bare minimum. After that, assuming transmission at birth, the. Animal would be symptomatic and then would also fall under butcher guidelines already in place.
