I have a Brahma stripe cow that has a slight pop in the hind legs is there medicine other than surgery to release the ligament
 
she a 2y/o heifer heavy bred like 8 months when it started
Had another stripe do same thing but it went away after her calf was born so I didn't think anything of it but this one still has it
 
What you are referring to is not stringhalt, it is Upward Fixation of the patella. Stringhalt in horses is an exaggerated jerky movement as they walk where the stifle comes forward and can hit their belly.
If you google Upward Fixation of the Patella in cattle you will see a lot of information there.
