What's a scoop and what's a flake....Only weight measures and nutritional information tells says anything at all. All I know from your post is you own a heifer and feed it purina feeds and hay.
Without knowing the nutrient values of the hay anything is a guess but I'd say the 2% would be a minimum especially if they have no grazing. Hard to feed hay by weight unless you're feeding square bales.
