horse slaughter timeline?

just curious if y'all know when the whole horse slaughter debate started. It sort of appears as though the fight started in '05, but besides the fact that I'm not that old and I haven't really been tuned into it for the last few years, I'm not sure on exact dates. Anyone know?

Probably a lot farther back than '05, but I don't really know.

I base that on the idea that the government has never been able to do anything in less than 2 years.

Well, they are pretty quick to give themselves raises in pay and benefits, now that I think of it.

It's been building for a long time and I think a previous ban bill didn't pass. It's really picked up steam the last couple of years though.
