Hereford fresian X drags his back legs

The animal is 14mths, has lost a bit of condition, wondered if it was rye grass staggers, however that usually affects all 4s looks similar to a dog dragging his back legs like an alsatian with arthritis

What do you think it is?
 
No been on a rye, clover and chickory mix haven't eaten out the paddocks. Maybe a good idea to put a mineral block in with them, yet the soil tests haven't shown an deficiencies .

High mag is to prevent grass tetany.

If it is a lack of Magnesium- they will stagger and eventually have paralysis and die. Try administering a hi magnesium mineral , if it is it you should notice improvement quick. If not you can rule it out. As a good rule of thumb you need to feed a hi mag mineral when keeping cattle on lush grasses to prevent tetany.
