Depends on the weather. Snow and severe cold a simple three sided shelter positioned to have the calf out of the wind. Rain and above frrzing, the same deal will work, but all they really need is to be kept resonably dry, and out of the wind. Windy and not cold, a simple wind break will do. This is presupposing the calf is on it's mom. If bottle fed, deep bedding in a three sided shed podsitioned to keep out the wind and drafts. Whatever is used, it must not be closed up tight, you need are circulation to prevent pnemonia.
