Green meal on pond question

I have a green scum on the surface of my pond. It has the consistency of corn meal. Does anyone know what this is, what causes it, and how to get rid of it?
 
Karmex is not labeled for use in aquatic situations. It says in the fine print do not use in water. I have seen some nice oak trees that were killed when the pond owner used the stuff in a pond. The roots went down into the water.

A second note - it is illegal to use a product in any manner that is not listed on the product label. According to the Texas Department of Agriculture representative -"The label is the law".

If you'll click on that link.........it is for numerous things that grow on the surface of a pond

what he's dealin with sounds like watermeal
