What is a good material to mix with small clover or turnips seeds to get a low pounds/acre output from a conventional grain drill?

For clover, we like to mix in some timothy seed.

I tried inter seeding with my JD drill' grass box, and it did not seem to have consistent metering below 6 to 7#/acre. At that rate clover or turnips can take over the stand. Thought about coated clover seed, or blending with cheap grass seed. Timothy and annual rye grasses are the cheapest per pound...
Do you like timothy grass - - or do you just like the extra small seed size as a lube?
