It was open both directions around 4:30pm when my wife came that way from Montgomery, but I heard folks in McCoys a little while later saying there were local and FM roads being closed in Humble. If they opened Conroe dam up this afternoon, there could well be problems where the San Jac West fork crosses.
TxDot and my county both do a terrible job of getting info out about roads being closed.
(I did notice TxDot has already dropped "road closed" barricades off in front of my placeon the lower end and at te top of the hill where it interesects FM2025 so they are expecting the river to get back up and the downstream San Jac River and Caney Creek are what causes the problems on 59 southbound.

Looking at the map, the only problem I see on 59/69 is near the Sam Houston/59/69 junction.

When I use this, I turn off everything but flood and closures, using the menu on the right hand side.
