Now I think about it, I think the throttle linkage is off. If I push all the way to idle, it doesn't touch the set screw…
@jltrent, You have some dust on the pump, you are going to have to clean and wax it.Here are some pictures of a 3600 pump I have showing how it is mounted on top of the shaft.. I didn't have this right on this pump a few years ago and could not get the tractor started until I got it right. I learned from my mistake and have not let it happen again.

Kenny, no it is a Chamberlain with a Perkins and CAV pump. I don't remember the exact details of what I did wrong but was alluding to the idea that something simple was not assembled right and it seems once he had a good look at things and put it right it started.Ken, was your tractor a Ford? On a Ford there is not any way of hooking it up backwards.
