Fall seeding

I have a pasture that I plan to sew in Fescue this fall. I applied some seed, fertilizer and lime last fall the this years drought has not been good on this ground. My question is. When I reseed this pature this fall should I apply fertilizer at the time I sew or in the spring. Also, will it be OK to turn cows in on it in the spring or how long do I let it lay.

Do a soil test, that will show you if you need to reapply the fertilzer.
If the grass germinates this fall I don;t see why you couldn;t graze it lightly next spring. We seed fescuei nthe spring into existing but poor fields and ahy them then graze them in a normal rotation or just graze them .
