enlarged testicles on bull

I have a very big Brangus Bull who for the last two summers, about this time of the year, his testicles (at least one of them) become extremely large. He looks and seems to feel fine. He has no problem breeding. The weather here gets pretty hot, mid to upper 90's. Could this have anything to do with this problem?

Are they actually enlarged or just hanging very low? If the latter, it's natures way of keeping the testicles cool. If the former, I have no idea.
