There is one thing being missed here. Its not entirely about work and making money. It's about work ethic and being proud of what you do. I'm not at the top of the 'food chain' at what I do. For that matter, I'm still considered by many to be 'entry level', but I thoroughly enjoy and am engaged at what I do. It has to do with what is valued by the 'worker'. Money is not my main focus. Commitment to conservation is my focus. That might not ring true with many people, but that is what makes me happy, and my happiness is what matters to me.

I go back to why are people not doing what they love?

The education system does not teach (allow) kids to find what they love, are good at, and can take pride in. It tries to smash every one in to one box to pass one test and receive a piece of paper. Then, it shoves you out in to the real world with a pile of debt lingering over every decision you make.

All that some people want is their 'needs' met, which all too often doesn't involve them doing much of anything.

Another take on this is that people are largely "taught" to love money. As a result, they end up in a lucrative career that they eventually find stressful and do not enjoy/love. I'd rather do something that I love and enjoy than do something that makes me 50K or more per year and I hate/stress over the job.
