Emergency: Cows miscarrying and deaf of newborns

We are experiencing miscarriages and deaf of newborn calves in our herd. We vaccinate against all of the obvious diseases that could possibly cause this. we even had a vet to come and draw blood from the cows that have had problems with their calves. He told us that it was IBR, but we have always vaccinated against this. Can anyone shed any light on our problem? If you need to, you can email, but the whole board may benefit from the answer. IBR has a host of varieties. If the vaccine you are using doesn't deal with the specific one you have, the animals won;t develop the antibodies.
