Can you broadcast over the grass that's already there, or do you have to disc it first? Also is it good to fertilize it as well? Thanks!
 
You can but like all of the winter grasses, a prepared seed bed will have better results. Fertilize when its up and growing but before you start grazing it.

I have and bush hogged the standing grass, also over seeded.
In my experience my crab grass likes a light disc in the spring not the fall.
Purely speculation on my part I think the seed bank gets buried too deep over the winter for good germination.
 
Elbon rye can be no-tilled into sod or if you are broadcasting it , you need to disk prior to broadcasting and then drag to cover the seed. Ryegrass can be broadcast without any soil preparation.
