Dry skin around eyes?

3 days after washing my heifer, the skin above her eyes, is flaking off and some hair loss-also same thing behind one ear,like something has burned or irritated her skin. I didn't soap her head. I am putting cortisone cream on her. Any suggestions,what to use and what it may be? Her environment is clean always. No other places on her body. Thankx

If you get more spots or they "grow" it might be ring worm. If this is the case you need to treat it quickly before it spreds like wild fire.

Burnt motor oil, the blacker the better.
