The part about it only happening once every thousand years is wrong. If you do that in 1000 years the answer will be 3017, not 2017.
 
It's the same math used to calculate the age of a person if you know their age but not the year they were born. Subtract the age from the numerical current year and you'll have the year they were they born. Nothing mysterious about it.
