cows dying

We have cows that develop water blisters about quarter size with clear fluid. The hair falls off around the blisters. The calves continue eating and drinking but will die within a week. Does anyone have any ideas what this might be?

Where are the blisters located?? It could be a reportable disease--ASK YOUR VET!!!
