That's kinda the way we do it here Mr. Dun. When I palpate a heifer, if I can't pass through the pelvic area fairly easy she's going for a ride. And we make no exceptions, that lesson has been learned the hard way.

Our vet pelvic measures every heifer, uses a calculation based on the bull's birthweight EPD & being bred at 15 months. If they don't pass, they're gone.

BIF has a chart for expected BW and pelvic size
 
total vet bill for c-section and 4 nights stay= $431. Last time we sold some calves we got ~$1100 each so still ahead on this calf.
Vet said to bring her back in 3 months and he'll make a recommendation for keeping.
