Will a woven wire fence with one eletcric wire on each side keep a black angus bull away from 3 heifers? Or the heifers away from the bull?

With a good charger and ground system the hotwire alone would probably work. The woven wire will keep them from jumping the hot wire

My charger test 5000 + volts in the field, is that good enough?

I would think so. The one we used when the neighbors Braunvieh bull wanted to visit was around 5800, but if they get shocked well enough before they really want to get through it will usually work permanently. The cows won't require that much to discourage them.
