what are some ways to build the garden up in the fall and through the winter?
oldtimers used to plant clover in fall, turn under in the spring.
grass clippings and leaves would be good i guess if i had any.

Tandem loads of topsoil is a good start. If you have access to peat soil, some of that would be good too. We occasionally plow the garden, but doesn't get near deep enough. Much rather prefer our duckbill mount which is a old plow frame with duckbill teeth welded to the tips, can rip a good two feet straight into the ground with it, basically a small subsoiler. Gets the air and water deep into the soil.
 
We had pigs in ours over the winter. The chickens spent some time in It after that. It looks a lot better starting out this year. And I didn't add any fertilizer at all this time.
