I have a Jersey cow that had her first calf two days ago. In February the weather is cold and miserable and I don't want to repeat the experience. If I wait until August to breed her back so that she calves in May, will milk production fall off because It's more than a year?

Milk production will decline in late lactation no matter what you do but if you keep some feed in front of her - she's a house cow, right? - she'll probably give plenty milk for you and a calf or two right up till you need to dry her off ahead of her next calving. Plenty of cows do fifteen or eighteen month lactations and get dried off still producing 50% of their peak production, every day.
