Which makes the best commercial cow, Balancer or SimAngus? I am going to breed them to Balancer bulls. I want moderately framed cows that wean off heavy solid calves.

Whichever one you can get the best uality animals at a reasonable price. Persoanlly, there isn't really all that much difference between the two.

The best would be gelbveigh/angus or simmi/angus bred back to angus in my book. The color is what ever sells best in your market. 3/4 angus 1/4 continental always on averaged produced the best steers.
