The females mainly pass the disease...but can be passed through contact with infected cow's discharges and aborted fetuses. Clean females no disease...alot more involved but that is the quick and simple of it.
 
But, as far as I know they (bulls) are tested for bangs, along with all the other cattle, when you run them through a sale.
 
How many posts does it take to say: It will make them infertile. I say this from the mouth of my vet. A Texas A&M grad.(remeber justification statement please)

gonna hijack the post here and say that susie really likes that ole son-in-law, i'd like to hear some stories on that one, her one liners bout him crack me up every time.
 
Both....shame to loose a good bull....what vet would vacc a bull anyway....wonder if they get an earing and a tattoo...
we had the son-in-law fixed after the last grand child. Good healthy big fella...sort of like his dad, clims the corral rails and falls over on the wrong side and isn't afraid if the cows....bears watching all the time.
We're breeding the grand mothers of their 4H calves right now.
