Artificial Insemination

I live in Aspen, Colorado and am writing a fiction novel. I need to know if it is possible to artificially inseminate cattle with an artificial substance such as cocaine or heroin for a period long enough to transport to another location? What type of inspections would be required by the health department? Thank you.

There isn't enough room to insert a sufficient quantity to make it worth while. Probably be easier to induce them to swallow a ballon full of the substance, wouldn't work in a cow, she'ld end up cheweing her cued and eat the stuff too. But, why worry about fact, most novels these days are written with so much "license" that a few errors would hardly be noticed
