Do all angus purebred carry double polled genes or do some carry a recessive polled gene????

The horn gene is recessive the polled gene is dominant. Of course there is some debate about the african horn gene and where that enters into the picture, but I haven't ssen much about that lately.
Unless a polled gene mutates, yes, all pure angus cattle are bouble polled.
