My name is Scott Harrison. In the late 1990s a government of Canada facility I worked at in Burlington, Ontario imported BSE bone meal illegally and transported it out west causing the Alberta BSE. This is no joke. If your contact me I will email you the first 23 pages documenting this and including the transport tags used on the container when the material was first brought illegaly from Ireland to Ontario, Canada. I have much more detailed information. They did this for reasons mentioned in the first two pages of the 23 page document I will send you. I have been trying for several years to contact the farmers of Alberta about this but I did not know how. I only found this forum today. Ridley requested and I sent copies of this information to them several years back. I think they might of used this information to get a better settlement as they seemed very excited by it at the time. I am dying from non-hodgkins lymphoma (terminal cancer) and would like to get this out of the way before I die. I will answer all questions to the best of my ability.

Wednesday, April 16, 2008 MBM, greaves, meat offal, live cattle, imports from UK to USA vs Canada "Three of four possible manufacturers supplying a protein supplement likely fed to the animal could have included meat and bone meal (MBM) as an ingredient in its formulation. One of these manufacturers was able to confirm usage of meat and bone meal in supplements and confirm a source of MBM to be one common to previous BSE investigations."

Background:

In 2001, a study was initiated in primates to assess the risk for humans to contract BSE through contaminated food. For this purpose, BSE brain was titrated in cynomolgus monkeys.

Aims:

The primary objective is the determination of the minimal infectious dose (MID50) for oral exposure to BSE in a simian model, and, by in doing this, to assess the risk for humans. Secondly, we aimed at examining the course of the disease to identify possible biomarkers.

Methods:

Groups with six monkeys each were orally dosed with lowering amounts of BSE brain: 16g, 5g, 0.5g, 0.05g, and 0.005g. In a second titration study, animals were intracerebrally (i.c.) dosed (50, 5, 0.5, 0.05, and 0.005 mg).

Results:

In an ongoing study, a considerable number of high-dosed macaques already developed simian vCJD upon oral or intracerebral exposure or are at the onset of the clinical phase. However, there are differences in the clinical course between orally and intracerebrally infected animals that may influence the detection of biomarkers.

Conclusions:

Simian vCJD can be easily triggered in cynomolgus monkeys on the oral route using less than 5 g BSE brain homogenate. The difference in the incubation period between 5 g oral and 5 mg i.c. is only 1 year (5 years versus 4 years). However, there are rapid progressors among orally dosed monkeys that develop simian vCJD as fast as intracerebrally inoculated animals.

It also appears to me that Mr Bradley's answer (that it would take less than say 100 grams) was probably given with the benefit of hindsight; particularly if one considers that later in the same answer Mr Bradley expresses his surprise that it could take as little of 1 gram of brain to cause BSE by the oral route within the same species. This information did not become available until the "attack rate"

experiment had been completed in 1995/96. This was a titration experiment designed to ascertain the infective dose. A range of dosages was used to ensure that the actual result was within both a lower and an upper limit within the study and the designing scientists would not have expected all the dose levels to trigger infection. The dose ranges chosen by the most informed scientists at that time ranged from 1 gram to three times one hundred grams. It is clear that the designing scientists must have also shared Mr Bradley's surprise at the results because all the dose levels right down to 1 gram triggered infection.

The material the people from the Canadian government facility illegally imported had come from cows that had been rendered in Ireland the mid 1990s. I would imagine all of the bone meal had high levels BSE in it by that time from the UK. The bone meal you are showing was from the 1980s when BSE had just begun. Even then in Canada there were severe restrictions on the importation of animal products from the UK at that time. These people who did this went around normal importation using air lugage as described in the 23 page document.

The letters/emails in the 23 page show that I was sending out this information years before BSE surfaced in Alberta. If you look at the first page of the 23 page document you would see that I sent a copy to Cam Daniels, Vice President, Canada Beef Export Federation in April 2005. As his boss the President of Canada Beef Export Federation was away in the States (Because of this BSE situation) there was knothing he could do. Large newpapers get their info off of news feeds like Reuters and the smaller newspapers like the ones I contacted in Provost and Winnipeg a number of years back said they did not have the resouces to cover such a story. Don't believe me contact the local newpaper in Provost, Alberta and ask them if I Scott Harrison did not contact them in 2005 about this story. They tell you they don't have the resources. Every one thinks that a person with a picture and a story can run to the papers and it will be on the front page the next day. Try it. It doesnt work that way. Theres aways liability or costs involved that make printing a story like this one very hard. I had an occupational disease called Weils disease from working at a water treatment plant in 1999 that caused severe systemic damages that to this day I have not been compensated for. 10 years without a salery combined with the above effects made it hard to get anything out. I have hard evidence of what I say. I live in Ontario were people dont even know what BSE is and for the most part they are to busy to do anything. I apologise for this.

Sorry about your illness Scott and I do hope if you have valid data that we can get to the bottom of this as it is very interesting as to why Alberta has become the BSE "cluster" area especially for Holsteins.

Where in Ontario do you live? Thousands of beef farmers here know what BSE is and would love to chat with you. Face to face. ( Surgical masks recommended though in your case ).

Good luck with terminal cancer. Alberta sent that to Ontario in return for BSE.
 
I am presently transfering the information I have to a retired police officer who has begun to post the information on an Albertan Cattlemans site. He will review the information in a police investigative way. This I believe will be for the good of all. In addition an Albertan veternarian is also reviewing the information. I think you might have the wrong impression. At the time when these people imported this BSE bone meal I did not know what it was or why they did this. This is made clearer in the 23 page document. It was not until over a year later when I was told by a electrical contractor from this place I had formerly worked at what these people had done. I believed at the time that either nothing would happen or that if this BSE did surface in the West the few animals involved would have just been buried and no one would hear of it. To this day I do not understand why this did not occur. I tried to contact the Minister of the Enviroment at the time, but the only response from them was to do nothing. This was years before the BSE in Alberta surfaced. This is included in the 23 page document. I am not trying to defend my actions in so much as I know what these people did is a treasonable offence. People always say that here in Canada we do not have the death penalty. This is for murder. I have been told that for treason the army takes you out to the country and shoots you.
I sent a copy of this information to Steve Webster in 2006. Do you know who he is. He was the guy from Ontario who went alone to Parliment Hill to try and fight for the rights of Canadian Cattlemen in regards to BSE. He took the information I gave him and went on 94.5FM and presented it on a sunday night show. He told me that he had a great response and had to stay 3 hours after the show talking to people about this. The response was so great that he was asked to come back the following week and continue. When he did the station management told him that the government had been in touch with them and he would not be allowed to continue at the station with this story. I wonder why?

there is actually a case with Ridley against the Canadian gov knowingly importing BSE contaminated bone meal and transporting it to Alberta.
there is a meeting in our area and in several other areas about this. Ridley has filed a claim, spent near 600 million or something to that effect, and the lawyers are not only going after for the farmer and financial loss but emotional as well. This meeting on the 26th in our area is to update us on what is happening. Looks like the gov' might settle out of court....but that could change.
There is a web site but in my tired state i forgot the name. I will get back to you on that next week

The above file I mentioned is a condensed document of how and why a Government of Canada facility in Burlington, Ontario caused the Albertan BSE through an illegal importation of BSE/bone meal from Ireland in 1998. This was done purposely by the people there at this government of Canada facility. The first two pages explain why they did this, along with 20 or so pages that back it up. I have several hundred more pages that are much more revealing as to this situation. We are working with the heads of several beef boards in Alberta and their veterinary science people to bring this to light. Also a company called BSE Solutions Inc. in Alberta has a backup hard drive from 1998 from this Government of Canada facility from which I gave them and they are currently extracting information to help in this investigation.

I am continuing to bring the information I have forth about how and why a company working out of a Government of Canada facility in Burlington, Ontario (WTI) illegally brought BSE/bone meal from Ireland in 1998 to cause the Alberta BSE occurances. I am currently working with a Alberta company -BSE prion solutions Inc. out of Edmonton to bring all of the information forward. We have a lot of evidence from the time of this illegal importation(1998) in the form of actual documentation(100's of pages), WTI's backup hardrive from 1998, pictures, testomony, related events, the tag off of the bag with the BSE/bone meal in it as well as a small sample of this material. The reason for these WTI people to do this is listed in the 23 page report I mentioned at the begining of this post. Just email me for a copy.


More proof that this BSE/bone meal imported by WTI out of Burlington, Ontario from Ireland caused the Alberta BSE.

"the only risk factor for the spread of BSE is through feeding cattle meat and bone meal (MBM) derived from BSE-infected cattle. BSE prions are resistant to normal inactivation procedures, such as disinfectants and heat. BSE prions are not completely destroyed by the rendering process."

This to me says that BSE/bone meal from the UK (as is the bone meal imported to WTI in Burlington, Ontario from Ireland in 1998) is the only causative agent for BSE in cattle.

It is also stated that:

"Why don't we test all cattle for BSE?
OIE guidelines are based on science and recommend BSE surveillance be targeted to those groups of cattle most likely to test positive. It takes between two and eight years following exposure to BSE before cattle develop clinical disease. In the United Kingdom, of 180,000 cattle found to be positive for BSE, only 0.05% were 30 months of age or less and 0.006% were 24 months of age or less. Over 80% of cattle slaughtered in Alberta are less than 18 to 22 months of age and are, therefore, extremely unlikely to test positive."

This to me says that the time frame for the Alberta cattle to get BSE from Herb Campbell/Jim Woods illegal importation/exposure is correct. Also since thousands of cattle were tested and only 15 came up positive, how could this be? It is because the 20-30 Kg of BSE/bone meal brought by Herb Campbell to infect the Alberta herds can only cause a limited number of BSE/infected cattle events.

One thing I must mention. In 2005 I contacted Steve Webster as previously mentioned about this BSE situation. He as I mentioned had talked with a visiting Russian Veterinary Scientist about my documentation. The Russian Veterinary Scientist absolutely agreed that the type of exposure caused by Herb Campbell/Jim Wood and described in my documentation would cause this Alberta BSE.

Ontario lawyer Cammeron Pallette is representing Mr. Saurer and his claim against the Canadian Government for BSE damages to the Canadian Cattle Industry. Cammeron Pallette states in one of his online legal statements that as little as 1 mg of BSE/prion material would cause clinical BSE in a cow. If the 20-30 Kg of BSE/bone meal illegally imported by Herb Campbell from Ireland in 1998 had even a low part per million concentration of BSE/prions it would easily have caused all of the Alberta BSE/cattle events.

124. HMQ has admitted that the most likely original source of BSE in Canada was one or more of the 80 imported cattle that were rendered and entered the animal food chain.
The cow that was infected with BSE and rendered in 1996, whose MBM was included in Feed-Rite 18% Calf Starter w/ DCX, most likely contracted BSE from eating feed contaminated with MBM from one of these 80 cattle.

Some people say that you flounder tend to go on with to much. There wrong. Its important for everyone to see all sides of an argument. I know you are a great friend to all Cattle Ranchers everywhere. I've looked at the documentation you have mentioned. There claim centers around the Canadian government letting 80 cattle into Canada from the UK somewhere between 1986 and 1989 making them the culprit. The Canadian government has always denied this and there is no record of this in government records in a manifest/docket or other record which there would most certainly be if this were the case. In 1985 I worked at a refractory company in Hamilton, Ontario whose parent company out of Shefield, England sent a large lab furnace to us made out of steel, ceramic fibre with tugston carbide electrodes - "no cattle parts". It took months to get this furnace through Canada customs because of a new cattle disease they were afraid would get into Canada- Mad Cow Disease. If our furnace could not get into Canada because of Mad Cow Disease in late 1985 early 1986 how could 80 cattle just waltz in. As my boss Tony who was from Shefield would say "not bloody likely". So how would these 80 cattle of gotten in? Where is the testing to show that some of them had Mad Cow Disease? No evidence - no winning claim. A vetinary scientist from the USDA told me that all of the BSE/bone meal we are claiming caused the Aberta BSE from the UK would have high levels of BSE causing prions in it. This is because of the large amount of infected cows at that time and the homoginizing process used in the production of bone meal in the UK.

The above posted explaination for the Alberta BSE also contains too many 'might have caused this BSE' and 'maybe if this had occured's. This is what the Federal government here in Canada wants so they can easily dismiss this claim in 4 years. This is one of many problems I have with these "theories". The time frame for these events is far beyond the known average of a 5 year time to surface(about double). I have been told that if the above were true it would of caused at least hundred's of cases of BSE by the early 1990's and thousands of cases several years latter. You have to remember that something obviously did cause these 17 Alberta BSE cases. 20-30 kg of BSE contaminated bone meal illegally imported from the UK in the late 1990's as we have shown in the 23 document would do exactly this. If you did see everything we have you will know this:

I guess this is why an knowledgeable agro journalist from Winnipeg could say this to me after I sent him a copy of the 23 page document. "This BSE occurs only in the UK. Alberta is on the opposite end of the planet. Why did this not occur at points in between? It's more than obvious that someone brought BSE infected material(bone meal) here to Canada and purposely caused this Alberta BSE!"

In addition to this a french bio-technical company contacted me 2 years ago. A Quebec lawyer whom I had contacted forwarded a copy of the 23 page document to them. They said that they knew that the Alberta BSE was obviously the product of a single purposeful event/exposure most likely caused by the introduction of BSE infected bone meal to Alberta's herds. They said that if you plotted Alberta BSE events vs. time you would come up with half a normal distribution- exactly what you would expect from a single exposure/event. They went on to say that the people who have tried to say that there was 2 individually occurring situations here that caused the Alberta BSE were just trying to find a possible thought extremely unlikely way of explaining away this situation. They said why would these two BSE causing events only have occurred in Alberta and no where else? My engineer friend said it's like 'Occam's Razor' which states the simple explanation is always correct as follows:

Also, the office of the Minister of Agriculture has contacted me just lately:

I was just contacted by the office of Gerry Ritz, PC, MP (I guess the current Canadian Minister of Agriculture). They had an older copy of the 23 page document forwarded to them by someone(Ontario Ministry of the Attorney General?). I guess that since they picked up some of this BSE/bone meal in 1998 and people are beginning to become aware of this they are wondering about their liability for not really taking the time to properly investigate this BSE situation. I told them they can buy the book when it comes out. I really don't like taking to these government people but did mention to them that I intend to continue to work with yourself and your company BSE solutions Inc in Alberta to resolve this situation.

I suspect the Canadian government will delay,delay,delay! They will not be able to shirk their responsibility forever. I believe the feds have lost their final appeal to get Mr. Pallettes class action suit dismissed? I believe both parties are now required to put up the evidence they have to each other?
Mr. Ritz should be well aware of the gross negligence by federal officials and I suspect with an election coming on he might be willing to cut a deal! Try to blame it all on thoses nasty liberals. All of a sudden he is interested in the plight of Canadian farmers after 3 years of doing nothing but cracking offensive jokes when people died of listerosis...give me a break!

Timeline Evidence

Just to update you on some of the Albertan BSE facts that have been passed my way that agree that this Albertan BSE situation was caused by the illegal Ontario BSE/bone meal importation/exposure by Herb Campbell/Jim Woods from Ireland to Canada in 1998.

This link to the AAAF in Alberta also states that:

"the only risk factor for the spread of BSE is through feeding cattle meat and bone meal (MBM) derived from BSE-infected cattle. BSE prions are resistant to normal inactivation procedures, such as disinfectants and heat. BSE prions are not completely destroyed by the rendering process."

This to me says that BSE/bone meal from the UK (as is the bone meal imported to WTI in Burlington, Ontario from Ireland in 1998) is the only probable causative agent for the Albertan BSE.

It is also stated that:

"Why don't we test all cattle for BSE?
OIE guidelines are based on science and recommend BSE surveillance be targeted to those groups of cattle most likely to test positive. It takes between two and eight years following exposure to BSE before cattle develop clinical disease. In the United Kingdom, of 180,000 cattle found to be positive for BSE, only 0.05% were 30 months of age or less and 0.006% were 24 months of age or less. Over 80% of cattle slaughtered in Alberta are less than 18 to 22 months of age and are, therefore, extremely unlikely to test positive."

This to me says that the time frame for the Alberta cattle to get BSE from Herb Campbell/Jim Woods illegal importation/exposure is correct.


Several days ago I read part of a government report(dated 2006) stating that the BSE agent causing the Alberta BSE would have to have been introduced at least 6 years ago(2000). In the following web page it is stated by the RCALF people that 10 of the 17 BSE infected were born after March 1, 1999:

This means that the BSE causing agent had to be present after March 1999. This coincides with Herb Campbell/Jim Woods late 1998 BSE causing event which is exactly what you would expect. Remember that this Jim Wood took the BSE/bone meal out to Western Canada in late fall of 1998. This was documented on the last page of the 23 page document. It seems a number of sources are triangulating on our BSE/bone meal situation, proving it to be true. As a result of statements/facts like the above web page as well as numerous other fallacies built into their arguments the assertions by the Canadian government/BSE lawyers as to the cause of Alberta's BSE have been shown to not only be extremely unlikely, but almost impossible. This is what they would want to make the court preceding go well for the government of Canada. On the other hand our facts will show that Herb Campbell/Jim Woods Alberta BSE causing event is the only remaining credible explanation. I believe that eventually it will be shown through dynamic modeling/ simulations that if Herb Campbell/Jim Woods BSE causing event did not cause the Alberta BSE then someone/group would have to have done the exact same thing, at the same time, with the same material, using the same methods.


In the Begining

There are a number of things that I must clarify. The first time I discovered what this BSE/bone meal was Herb Campbell did not just come out and tell me. This is obvious from the safety sheet from the project included in the 23 page document. He had very much wanted to keep it a secret from me. When our new parent company Connor Pacific Environmental bailed us out of chapter 11 foreclosure and took over they wanted all of us to help by imputing our individual technologies we had worked on into the pot. The president, Bob Novak of Connor Pacific Environmental said to us that we were were on the side of the angels, we had jobs doing the right thing with environmental treatment technologies. Firery the angels would fall. We had a meeting with Connor Pacific Environmental in which this Herb Campbell came out and attempted to speak for himself. He said to the president Bob Novak of Connor Pacific Environmental that now that he was on the Connor Pacific payroll he might do work for one week a year for Connor, the rest of the time he would do anything he dam well pleased. He believed like many of these former Canadian government WTI staff that he had an upper hand in this situation. Having worked on several profitable membrane systems projects I asked if I could continue working with Connor to this end. This outraged people like Herb Campbell who was the head of the municipal/human waste dept as his abilities were of no commercial value. I was asked to attend a membrane systems meeting as this was my specialty by Greg Thompson. He was WTI's divisions new CEO put in place by Connor Pacific for the 867 Lakeshore Rd., Burlington, Ontario location(Wastewater Technology Centre/CCIW facility). Herb Campbell attended these meetings and was infuriated as he knew little about membrane/systems technology. He realized that our new parent company wanted emerging environmental technologies like membrane systems that would be of some value. What he had to offer was worthless to Connor Pacific. It was at this point that Herb Campbell came out with the truth and stated that the bone meal we had been conducting tests on was actually BSE/bone meal. He realized that I knew there was no honest reason for him to have brought this BSE/bone meal here. He tried to change his story then by stating that it was from a source that did not include the cows brain or spinal column(non-specified risk) as you can see from the 3rd and 4th pages of the 23 page document. This 'non-specified risk' was obviously a lie as shown here:

On the 4th page of the 23 page document Herb Campbell attempts to answer himself as to the specified risk of this BSE/bone meal material. He pretends the answer is from 'Pearse' the man from Ireland who put the two large duffle bags of BSE/bone meal on the plane to Canada. I have actual emails from this 'Pearse' and they look nothing like what Herb Campbell presents here. A 'specified risk' bone meal is by Herb Campbells very definition any bone meal made including the brain or spinal column of the cow. So what Herb Campbell is trying to state here is that the bone meal we were testing is some kind of a special type, made from ruminants not including the brain or spinal column of Irish BSE infected cows. This would make the testing we had to perform on this BSE/bone meal useless as you will see next.

The testing of this BSE/bone meal was to be conducted using a OFS bench reactor at WTI (reverse pyrolosis machine). This machine was used in the past to produce oil from wastewater sludge by converting its protein content to oil as mentioned by this Herb Campbell in a more detailed paper of his we have. As you know the BSE agent(prions) in the bone meal act on the protein of the brain and spinal column of the BSE infected cattle. This is by far the main source of protein in bone meal. The idea here is obviously to convert the BSE/prion infected bone meal using the OFS bench reactor to a harmless petroleum like oil. I believe this was the research 'Pearse' was interested in as such a process might be used to get rid of large stockpiles of BSE infected bone meal in the UK as mentioned here:

This was the ruse/hook Herb Campbell used to get Pearse to put the two large duffle bags of BSE/bone meal on the plane from Ireland to Canada. Why would Pearse/Herb Campbell go to all of the trouble to bring this bone meal here to have a representative sample and then make it not representative by using a bone meal that was from a source that does not include the brain or spinal column of the cow(non-specified risk). The test results would be useless. The truth here is obvious. This BSE/bone meal we had was just from common stock put aside and stockpiled after it was realized that BSE was being spread by feeding this bone meal to cattle.

Why would Herb Campbell make up a story trying to make out as if this bone meal was not a specified risk? On page 3 it is mentioned that Marilyn Coleman from the Canadian Food Inspection Agency stated that the entire animal is considered to be infected. If you look at the papers from Dr M. Soots of the Canadian Food Inspection Agency the crime of importing bone meal from the UK is not for a specified risk group of bone meal but for all bone meal. So this does not get Herb Campbell off the hook. The probability of myself or others contracting the human form of BSE from this bone meal was then as it is now thought to be almost impossible so this is not what Herb Campbell is trying to avoid. It to me seems obvious that Herb Campbell wanted me to believe that the bone meal we had tested was not capable of transmitting BSE to cattle as he was going to use this BSE/bone meal for this precise reason. When the BSE occurred in Alberta in the future Herb Campbell thought there would therefore be no way of my making this connection.

When the electrical contractor from WTI told me what these people had done with BSE/bone meal I figured out myself what Jim Wood had exactly done. Jim wood picked up/purchased drums of cattle feed supplement(probably from Ridley) in Winnipeg and added the BSE/bone meal to them and then returned/dropped them off at a Feedrite or like supply store in Alberta. Jim Wood did this by driving a Green Suburban truck with a large open fire engine red trailer with a built in ramp behind it out west in the fall of 1998. This was strange as this Jim Wood guy virtually never left his office and saw field work as being below him. The official/main reason for him making this field trip was so he could collect wastewater samples from the sewage treatment plants of the major cities as far west as Calgary. As shown in the last page of the 23 page document Jim Wood traveled through Winnipeg in the fall of 1998. As you probably know Ridley is based in Winnipeg and has a 6 million dollar fine against it in regard to some responsibility for the Alberta BSE. As the fact that Ridley never imported BSE/ infected materials, it's responsibility was limited. Ridley is the only company implicated. If you wanted to find more testimony as to the dates Jim Wood was at a particular city such as Winnipeg or Calgary all you would have to do is go to the municipal water department of the individual city and you could likely get a copy of the WTI report from this testing. Don't mention what you really want it for or they probably won't give it to you.

In the months that followed after the electrical contractor from WTI had told me what these people had done with the BSE/bone meal I became worried that anything that might rise from this situation might come back on myself. I then began sending out emails to show that I had done my due diligence regarding the BSE/bone meal. Many of these emails are included in the attachments I have sent you. In the 23 page document it is mentioned in an email to the Minister of the Environment that the BSE/bone meal first showed up on or about February 1997. I believed this because the guy who used to run the OFS bench test reactor(Gary Silmesky) performed runs on this date and I thought he might of worked with this BSE/bone meal. I have since found that this Gary Silmesky conducted runs on other material. So this date of February 1997 should be revised to May 1998 for when the BSE/ bone meal first showed up at WTI. This is corroborated by the dates on other documentation and emails in the 23 page document.

I thought it best that I clarify the WTI situation leading up to their illegal importation of the BSE/Bone meal. In the early 1990s when I first worked at WTI my boss and I worked almost exclusively on oil/water projects in Alberta. These projects were quite lucrative and usually involved constructing membrane test units, transporting the units to Alberta(for work at NORCEN Petroleum at Provost and Amico at Bonnyville, Alberta) and conducting tests that usually went on for months. She was a very enigmatic person who often worked 20 hour days getting proposals ready, going to the site to conduct tests, and then writing up 100 page reports on the results. She was vey good at getting the money needed to sustain our division. She would make a proposal in Calgary (sometimes I went with her) to the five main oil companies and then they seeing her high level of professionalism and attention to emerging oil/water separation technologies would each kick in about 5K each. The government of Canada would then back this up with half a million that would float our division. Unfortunately she left in 1995 but she had set enough work up to keep us going for the next couple of years. She was clearly an economic dynamo to our division. After she left, this funny guy took over her job. Even though she had set up a road of membrane testing for the Alberta oil industry that could of gone on for years for the company this guy chose to abandon this and attempt to apply totally impractical and unworkable technologies to oil water separation for the Alberta oil industry. I guess this guy believed that if he made something complicated and expensive no one would be able to figure out what he was doing and just applaud him. This was his legacy. Unfortunately the Alberta Oil Gas companies technology reps who fronted the research were not impressed and wanted nothing to do with him. By 1998 this guy had joined forces with the municipal division of the company(Herb Campbell headed this division). These people were determined to not allow myself or others previously associated with the Alberta oil sands project to continue. As they saw it this was Canadian government funding and therefore only they, the former government employees were entitled to it! That was OK with me as our new parent company Connor Pacific wanted me to work solely for them and had the funding to do it. I guess this whole situation came to a head when the large amount of funding these people expected to get from the Alberta Oil Sands Project fell through. This Herb Campbell traveled to Calgary thinking this this guy would meet him there with a winning proposal to the Alberta Oil company technology reps. to get funding. Apparently this guy didn't even show up for the meeting. Some people said he was up all night drinking. Others said that knowing the Alberta Oil company technology reps. hated him and would humiliate him at the meeting, this guy chose not to go.

Anyways the funding from the Alberta Oil companies was lost. Of course, these former government employees thought they had a right to be mad. Other projects they had worked on had also had fallen through. They now would not be able to sustain their positions. I can remember a couple of months in which all they talked about was how wrong and bad Alberta was. I remember bringing up the subject of a former employee in our division, who had left several years before. He was from Burlington, Ontario. Somehow the conversation got twisted around by these people to him being from Alberta and that he must therefore be an idiot. It was at this point that this BSE/Bone meal showed up. These former government people really did believe they had a right to be mad at Alberta. I guess this is were all Terrorism comes from. People who believe they have been wronged and that they would get even regardless of how many innocent lives they destroy.

One thing I probably mentioned before is the fact that these WTI people closely associated themselves with the Ontario government people and saw them as there peers. They always talked about how the Ontario government was being cut back because of Mike Harris(our then Premiere) having to follow Premiere Kliens of Alberta actions to reduce deficit spending. This was so to keep our bond ratings in Ontario in a sensible range to reduce the high interest on our high provincial debt. The WTI people and their Ontario government friends both saw this as effecting their life blood and as being Premiere Kliens and the people who elected him fault for causing this problem for them.

I'm Sorry, I forgot to mention that since these people(Herb Campbell/Jim Wood) conducted this act of Bioterrorism out of a Government of Canada Facility in Ontario this is true. The Canadian Government will have to pay for the losses sustained by Albertan/Canadian Cattle farmers as well as the losses to the American domestic and foriegn markets resulting from this deliberate act of Agro-terrorism. These costs are obviously in the tens of billions.
