400 pound bull calf acts lethargic. Been dewormed and given a B12 shot by vet. No runny nose. No runny eyes. Just acts weak and has now laid down and will not get back up. He is eating hay and drinking, but really weak. What now?

I would say it's time for a temperature and probably antibiotics. Something serious from the vet to treat for pneumonia

Agree with Dun, but I would also add a Multimin shot. If he is not deficient, it will help to boost his immune system. If he is deficient you will see him turn around pretty quickly.
Did the vet temp him?

Not enough info; all we can do is throw out WAGs.

400 lb. But on what frame, what age? Body condition score?
If he's a 400lb yearling... or 18-month old... I'd be guessing he's a starve-out.
But that might not be the case...
Did your veterinarian make any comments or offer up a possible diagnosis?

Eating hay... but what's he had to eat for the 4 winter months just past?
Nutritional quality of that hay is...?
Character of stools? Loose, dry, bloody, lots of caking on tail/perineum?
