It would be helpful to know a few details like what the animal is currently being fed. 3 lbs a day ain't much but its seems to be cutting things a little fine time wise if the nutrition has been right so far, especially if another few days or a week go by before anything is done about. If he is with another steer, you might try to pen him by himself. This will help him gain better. Boil corn and feed it to him with his regular feed.
