I want to participate in this program to help my cattle bring a premium, so who do i need to get in touch with to participate? what all do you have to do to be enrolled? Is there a special vac program?

Your state ag department will have info on all of the various programs, they may even have a program that they run.
If you really want to do something, you’ll find a way; if you don’t, you’ll find an excuse.
